In September, the Napolitan Institute and Jigsaw launched “We the People”, a nationally representative series of AI-powered conversations. These conversations lead up to America’s 250th anniversary.

In our first conversation, over 2,400 Americans from all 435 congressional districts came together in conversation to discuss one question: “What do freedom and equality mean to you?”

The result? Over 1.6 million words shared, and 26 summary statements generated - most of which had over 80% agreement from everyone who participated.

AI helped bring structure to this complex conversation, allowing participants to explore their ideas more deeply, see and respond to their fellow Americans participating in the conversation, and agree or disagree on statements that were likely to have broad support.

We the People is a new initiative that brings Americans from across the country into conversation, voicing their opinions on America’s founding statements, today’s challenges and the opportunities of the future - leading up to America’s 250th anniversary in 2026!

About

We the People kicked off in September 2025 with its first pilot conversation, bringing over 2,400 Americans into conversation, who are representative of the nation across census demographics, political affiliation, and geography. The next conversation will happen in 2026.

Participating Americans will share their thoughts, opinions and beliefs in a series of conversations, made possible by advanced AI models. Where traditional methods to understand public opinion offer limited depth (polls) or breadth (focus groups), this AI-enabled approach allows thousands of people – a representative sample across the country – to share their thoughts and opinions and be heard.

The initiative is hosted by the Napolitan Institute, a non-profit founded to amplify Americans’ voices, in partnership with Jigsaw, a tech incubator within Google, to use AI to enable this country-wide conversation.

In this first conversation on Freedom and Equality, Americans shared their thoughts in nearly 2 million words, and reflected on the topic of Freedom and Equality.

The initiative is led by the Napolitan Institute, a non-profit founded to amplify the voice of the American people. The Napolitan Institute is teaming up with Jigsaw, a tech incubator within Google, as its technology partner for the conversation.

The partnership is an ambitious undertaking: a first-of-its-kind AI-powered conversation between Americans in every congressional district that we hope will unveil nuanced viewpoints on who we are as a country. The conversation is in advance of America’s 250th anniversary coming up in July 2026.

The Napolitan Institute contracted the recruitment firm, Rep Data, to recruit a nationally representative sample of U.S. citizens across America. The full sample was representative of the population of U.S. citizens along the dimensions of sex, age, race, and political affiliation, with every congressional district represented in the sample. Demographic targets for sex, age, and race were aligned to the U.S. Census Bureau’s 2024 Current Population Survey (CPS) Voting and Registration Supplement estimate of the national population of U.S. citizens. Although participants were recruited from every congressional district, the overall process is not intended to be representative at the congressional district level, due to small sample sizes per district. The full sample will nonetheless be representative of the population of U.S. citizens at the national level.

The insights from the first conversation on Freedom and Equality, which happened in September 2025, are now live here! Results from further conversations will be released in 2026, leading up to the 250th celebration in July. The first conversation has an interactive report on this website here, for the public to explore, as well as see how they fit in. Our goal is to ensure American voices and opinions are heard, and people felt represented in the conversation. We ran a survey at the end of the conversation to ask these exact questions, which produced incredible results: 94% of people felt that their opinion was truly represented in the conversation and 89% felt that processes like this enable more American voices to be heard (see the report here for more).

We are also publishing the dataset of participants’ anonymized responses along with the AI generated questions in their entirety for others to explore and build on top of.

Together with the Napolitan Institute we will also share our findings with policymakers and civic leaders, leading up to America’s 250th anniversary in 2026.
